Dear APECTEL Colleagues,It is a great pleasure to welcome you to Cancun, Mexico for the 40th Meeting of the APECTEL Working Group, to be held from 24th to 30th September 2009.
Besides the usual steering groups and plenary meetings, exchanges of information, policy and regulatory updates, workshops and roundtables, this meeting promises to be a milestone for APECTEL, since we will be analyzing the strategic plan for APECTEL at the brainstorming session. I am very enthusiastic to see a very complete program, with issues ranging from those that are still very important in legacy networks such as International Roaming Mobile Charges to those of the Next Generation Networks such as the IPv6 workshop.
I would also like to welcome Mr. Liu Ziping as Chairman of APECTEL. We feel honored to host Mr. Ziping first meeting as Chairman.
Since 2006, very important policy and regulatory measures have been implemented in the Information and Communications Technologies sector in Mexico. The Federal Telecommunications Law was amended to improve the institutional design and to transform the regulator into a converged regulator.
Key regulatory instruments such as number portability and the interconnection plan were implemented, setting the stage for a better competitive environment in the sector.
We also hope you have time to visit all the sights and attractions that Cancun and surroundings have to offer you. So please take some time after the hard work to enjoy the culture and food of this magnificent place in the Mexican Caribbean.
